Pelagic Data Systems was founded in 2014 in San Francisco, California to bring a technologists’ approach to the ocean management space.

We are raising the global standard for vessel tracking by bringing custom-made technology and data analytics in the form of an affordable, accessible, and rugged solution to the 95% of the global fishing vessels currently lacking access to any data collection platform.



Our team brings together entrepreneurs with telecommunications, hardware, software, science, and operational expertise who have developed a deep understanding of the fishing industry. The Pelagic Data Systems team is united in our passion for building a business that helps support the livelihoods of a tenth of the world’s population and the sustainability of our shared environmental resources.


Dave Solomon


Dave is a lifelong inventor and entrepreneur with twenty years of experience developing and implementing technology-based solutions for complex problems. His groundbreaking work at Pelagic Data Systems (PDS) not only has achieved rapid, extremely low-cost results in frontier markets but it has also put breakthrough technology and data into the hands of small-scale fishers to enhance livelihoods, fostered locally-tailored approaches to sustainability, and provided the transparency required for administering protected marine environments and delineating fishing rights in settings with multiple, often competing, stakeholders.

Melissa Garren, PhD

COO & Chief Scientist

Holding a Ph.D. in Marine Biology from Scripps Institution of Oceanography, with a completed postdoctoral fellowship in the Dpt. of Civil and Environmental Engineering at MIT, and >20 years of experience underwater as a PADI certified scuba Divemaster, Melissa Garren brings substantial expertise to the intersection of technology and marine conservation. Melissa’s passion for and focus on the application of cutting-edge technologies to marine conservation solutions has remained constant since completing her undergraduate work in Molecular Biology at Yale University, where her thesis brought novel molecular tools to bear on questions surrounding coral reef conservation.  

In a dual role as COO & Chief Scientist at Pelagic Data Systems (PDS) Melissa leverages her extensive experience and practical knowledge working with local communities and diverse groups of stakeholders around the globe to foster fishery sustainability and healthy nearshore water quality. In addition to awards PDS received in 2018 from the National Geographic Society and SeaWeb, in early 2019 Conscious Company named Melissa to its “35 World-Changing Women in Conscious Business 2019” – aptly placing her in a cohort transforming business, and the planet, for the better. A frequent speaker at international conferences on topics such as combating Illegal, Unreported and Unregulated (IUU) fishing, Melissa is often called on as a technical expert by UN Agencies such as the FAO and national governments.


Louise Hilsen

Vice President of Corporate Social Responsibility

Louise is a veteran legislative strategist who has built a career confronting some of the world’s toughest social and environmental issues in food supply chains. Her professional experiences range from senior positions on Capitol Hill and a presidential commission to working in partnership with governments & civil society to enhance accountability in agricultural supply chains.

Prior to PDS, Louise was a senior executive for a global food and nutrition company where she was a central participant in groundbreaking efforts to understand and remediate child labor in W. Africa’s cocoa sector. As part of a senior private research and management consulting team, Louise also has worked in a variety of sectors to design high impact strategies to support a triple bottom line. She brings deep understanding of the ESG (Environment, Social and Governance) challenges facing global food value chains as well as issues at the heart of ensuring fair and safe labor, enabling environmentally sustainable practices, and supporting the long-term health and resilience of local communities dependent on these supply chains. At PDS, she works to amplify the positive environmental and social impacts that we make in coastal communities around the globe.



Operations & Finance Manager

Born and raised near the Chesapeake Bay, Anna has always had a passion for the water. After studying Business Administration at the University of Colorado, Anna pursued her passion for working with small businesses and start-ups, focusing on process development and streamlining for scaling.

After five years in the design and production industry, she began to focus her skillset toward ensuring a more sustainable future. At PDS, Anna ensures smooth logistics throughout the supply chain and utilizes creative problem-solving to facilitate an efficient and productive experience for both our internal team and our external partners and clients. She’s thrilled to be working with Pelagic Data Systems to help put technology in the service of humanity and the environment.

Christina Deligianni

Director of Operations – PDS Europe

Christina has over 15 years of experience in public affairs and business development. She has worked with the public and private sectors, including numerous positions ranging from the Hellenic Parliament and diplomatic missions to prominent multinational businesses. Through her career, she has promoted extensively sustainable development and technologies and managed a long list of publications and events.

Christina holds an MA from the University of Chicago, and a BA from the University of Athens.

Daniel Suchomel

Director of Field Operations

Daniel focuses on product development and implementation. He is inspired by seeing first-hand the impact of these technologies in the local communities.

With a diverse background combining North American, Latin American, and European experience across several functional areas, Daniel is well-qualified to advise on both global strategy and local implementation. Before joining PDS, Daniel managed the implementation of traceability technology in Latin America as a head of infrastructure for a global seafood traceability company. He holds a Master of Science in Engineering Degree, and is fluent in four languages.
